The new map tracks small temperature variations in the glow pervading space called the cosmic microwave background (CMB). This light was released just 380,000 years after the Big Bang, and contains a record of how our universe came to be.

By and large, the new data from Planck agree with cosmologists' leading ideas about how the universe formed. The theory of inflation suggests that after the Big Bang, the universe ballooned rapidly from its tiny, hot state, doubling in size every 10^-35 seconds (a decimal point followed by 34 zeroes and a one).

But where the basic models of inflation say this expansion should have happened uniformly in all directions, the new Planck results suggest that might not have been the case. [Universe's CMB Radiation Explained (Infographic)]

"One of the features of inflation is it says there should be no preferred direction ? everywhere in the universe should be more or less the same," astrophysicist Marc Kamionkowski of Johns Hopkins University said March 21 during a NASA press call. "But when you look at the amplitudes, even by eye you can tell that one side of the universe looks different from the other side."

That is to say, the temperature variations in the CMB appear to be sized and spaced differently when Planck looks in one direction, than when it looks in the other.

There are other anomalies as well. The variations don't appear to behave the same on large scales as they do on small scales, and there are some particularly large features, such as a hefty cold spot, that were not predicted by basic inflation models.

Ultimately, the data show "some features that are surprising and very, very intriguing," said Charles Lawrence, U.S. Planck project scientist at NASA's Jet Propulsion Laboratory in Pasadena, Calif.

"Hopefully in the process of understanding those features better we will be able to glimpse answers to some of our deepest questions."

Indeed, the map's deviations from what was predicted are not cause for disappointment among scientists, but rather exhilaration. They could even lead toward unraveling the mysteries of dark matter and dark energy, two perplexing constituents of the universe that have yet to be explained by mainstream theories.

For example, the new CMB measurements produce a new estimate for the age and expansion rate of the universe, which the Planck scientists calculate to be 13.8 billion years old, and 41.73 miles (67.15 kilometers) per second per megaparsec, respectively. The expansion rate is also known as the Hubble constant, and the new estimate is significantly lower than the values derived through other astronomical observations.

"This is one of the most exciting parts of the data, is this apparent tension between these different ways to estimate how rapidly the universe is expanding," said Martin White, U.S. Planck scientist at the University of California, Berkeley. "The hope would be that this is actually pointing toward some deficiency in the models or some extra physics."

The expansion rate of the universe is deeply connected to the idea of dark energy, which is the name scientists have given to whatever is causing the universe's expansion to accelerate. The finding could point toward a new direction of thinking about dark energy, including the possibility that it has changed over time.

"If it was different than the simplest models, if the amount of dark energy was somehow increasing with time in a given volume of space, then that would alleviate some of the tension," White said, and added, "that's a pretty radical thing to propose."

And getting to the bottom of the other anomalies in the Planck data may point to even more radical conclusions, such as the idea of multiple universes and bubble universes created by areas of the primordial universe that inflated at different rates.

It turns out that collisions between these bubbles of space-time are one possible explanation for why inflation might not have proceeded uniformly in all directions.

"The fact that these anomalies not only exist but exist on the very largest scales gives us some hope that we may be actually able to say something in the future about a multiverse," Kamionkowski said.

Tiffany 4Q net income rises less than 1 pct

NEW YORK (AP) ? Tiffany says its fourth-quarter net income edged up less than 1 percent, but still beat Wall Street predictions as strong customer demand in Asia for its pricey baubles offset weakness in the U.S.

The upscale jewelry company also offered an annual sales outlook that topped analysts' estimates, and its shares rose nearly 2 percent Friday.

The results, which include the critical holiday season, show Tiffany's resilience even as it faces challenges in the U.S. and a fiscal crisis in Europe.

For the quarter ended Jan. 31, Tiffany earned $179.6 million, or $1.40 per share. Revenue rose 4 percent to $1.24 billion.

Analysts polled by FactSet expected earnings of $1.36 per share on $1.25 billion in revenue.

"While financial results in fiscal 2012 were disappointing due to lower-than expected sales growth and pressures on gross margin, we continued to maintain a longer term focus on strengthening global awareness of the Tiffany & Co. brand," Michael J. Kowalski, Tiffany's chairman and chief executive officer, said in a statement.

Total sales in the Americas region increased 2 percent to $620 million in the fourth quarter and 2 percent to $1.8 billion in the full year. The area represents 48 percent of last year's global revenue. Revenue at stores open at least a year declined 2 percent in both the quarter and full year on a constant exchange rate basis. Sales in the New York flagship store dropped 3 percent in both the quarter and full year, while that figure dropped 2 percent for its branch locations for both periods.

In the Asia-Pacific region, total sales rose 13 percent to $254 million in the fourth quarter and 8 percent to $810 million in the full year. The region represents 21 percent of worldwide sales. On a constant exchange rate basis, total sales rose 10 percent in the fourth quarter due to sales growth in Greater China and in other markets and rose 8 percent in the full year. On that basis, revenue at stores opened at least a year rose 6 percent in the quarter and 2 percent for the full year.

Total sales in Japan declined 6 percent to $192 million in the fourth-quarter, reflecting a weaker Japanese yen versus the U.S. dollar and increased 4 percent to $639 million or 17 percent of worldwide sales in the full year. However, on a constant exchange rate basis, total sales rose 2 percent in the quarter and 6 percent in the full year. On that basis, revenue at stores opened at least a year rose 2 percent and 7 percent in the quarter and full year respectively.

In Europe, total sales rose 3 percent to $146 million in the fourth quarter due to mixed performance by country and also rose 3 percent to $432 million or 11 percent of worldwide sales in the full year. On a constant exchange rate basis, total sales rose 3 percent and 7 percent in the quarter and full year respectively. Revenue at stores opened at least year were unchanged in the quarter and rose 2 percent in the full year.

The New York-based jewelry company also says it expects its first-quarter earnings from operations will fall about 15 percent to 20 percent as a result of profitability pressures and higher marketing costs, but pick up later in the year.

For the current year, Tiffany expects sales growth of 6 percent to 8 percent, which means that sales are expected to be anywhere from $4.02 billion to $4.09 billion. Analysts project $4.02 billion

It expects full-year earnings of $3.43 per share to $3.53 per share. Analysts expect $3.46 per share.

Tiffany shares rose $1.32, or 1.9 percent, to close at $69.23 Friday.

babubai: How to Increase the Reading Speed of High School Students

HTML Ready Article. Click on the "Copy" button to copy into your clipboard.

By: Mike Zupp

Are you deliberating over how to increase the reading speed of students, no matter what their age? Well, check out the following 10 suggestions I have for you.

1. Rise and Shine!

First of all, a good habit to get into when trying to identify ways to enhance the reading speed of any reader, is to read early in the day. This will additionally assist with concentration levels.

2. Prioritize Exactly what you Read.

Arrange your reading materials into four piles in rising value. Check out the most crucial pile first. You'll enhance your reading speed, and additionally your reading understanding, by getting to the prime stuff first, when your mind is fresh from a good rest.

3. Skim Through a Book to Pinpoint the Most Important Sections.

You can help raise your reading rate and understanding of the material by becoming aware of a book's structure. Determine exactly what details you are looking for in the publication. Then scan the tabulation and the first and last sentences of each paragraph. This will help you know which parts of guide to skim through and which parts to check out more studiously.

4. Discover Questions When Reading Textbooks.

Rather than scrutinizing every single bit of text, reformulate headings and subheadings into questions in your mind. Then skim the text for your answers. This improves your reading speed, as you become more focused on the literature.

5. Remember to Read in an Environment that is Suitable.

Do not check out important material in bed, as your body and mind are unwinding and info will not be processed efficiently. You'll stay alert if you sit at a desk. In addition, angling your reading product at 45 degrees improves your reading rate and decreases eyestrain.

6. Jot Down Notes on How to Reply when you get Correspondence.

Avoid re-reading correspondence by taking down brief notes immediately after reviewing each piece. When responding later on, merely refer to your notes. This conserves a great deal of time.

7. Get Rid of Your Highlighter!

Please make sure you NEVER highlight your text! This does NOT enhance reading or understanding. Actually, the reverse is what happens. Highlighting simply indicates that you do not wish to trouble yourself to learn the material today. The outcome: You wind up reading the product two times, with the possibility of not comprehending or remembering it either time!

8. Preview Before Reading.

Browse the material first to get a sense of exactly what's vital and intriguing to you, and what you might be able to skip. Concentrate on the areas that you need to remember and understand and skim by the remainder.

9. Read at a Flexible Reading Rate.

Some reading materials, such as legal contracts, mathematical equations and poetry, must be read carefully and methodically; other literature can afford to be read much faster, like magazines, novels and newspapers. Adjust your reading speed to suit your reading purpose and the type of material that you are reading.

10. Get Some Great Tips on Speed Reading from Ebooks.

Avoid speed reading software that promises to turn you into a speed reading demon-that just won't happen. Take out a book from the self-help section of your local library and learn this skill properly in the convenience of your home. Alternatively, if you genuinely wish to enhance your reading speed, then I would highly recommend that you check out "Speed Reader X". It's an exceptional course that is also taught in schools throughout the U.S.

Everest mountaineer George Lowe dies at 89

LONDON (AP) ? George Lowe, the last surviving climber from the team that made the first successful ascent of Mount Everest, has died, his wife said Thursday. He was 89.

Mary Lowe said her husband died Wednesday at a nursing home in Ripley, central England, after an illness.

Lowe and his friend Edmund Hillary were the only two New Zealanders on the 1953 British-led attempt to climb the world's highest peak.

Lowe was part of a small group that established the final camp 1,000 feet (300 meters) below the mountain's summit on May 28, 1953. The next day, Hillary and Tenzing Norgay of Nepal reached the 29,035 foot (8,850 meter) peak.

As Hillary descended the next day, he met Lowe, walking towards him with soup and emergency oxygen. "Well, George," Hillary recalled saying, "we knocked the bastard off."

"He and Hillary climbed together through life, really," said travel writer Jan Morris, who was part of the Everest expedition as a journalist for The Times newspaper.

"And when it came to the point near the summit, George had to play a subsidiary role. He climbed very high, he climbed to top camp and said goodbye to Hillary then helped him come down. He played a very important role."

Almost 4,000 people have now successfully climbed Everest, according to the Nepal Mountaineering Association, but that 1953 expedition remains one of the iconic moments of 20th-century adventure.

Morris said she was now the only survivor of the 1953 group.

She said Lowe was "a gentleman in the old sense ? very kind, very forceful, thoughtful and also a true adventurer, an unusual combination."

Hillary, who died in 2008, inevitably got much of the media attention ? and a knighthood from Queen Elizabeth II. Mary Lowe said her husband "didn't mind a bit."

"He had a wonderful life," she said. "He did a lot of things, but he was a very modest man and he kept quiet about it.

"He never sought the limelight. Ed Hillary didn't seek the limelight either ? but he had it thrust upon him."

Born in Hastings, New Zealand, in 1924 and a teacher by training, Lowe began climbing in the country's Southern Alps and met Hillary, another ambitious young climber with whom he forged a lifelong bond.

In 1951, he was part of a New Zealand expedition to the Himalayas, and in 1953 he and Hillary joined the British Everest expedition led by John Hunt.

Kari Herbert of Polarworld, which is due to publish Lowe's book "Letters From Everest" later this year, said Lowe's efforts had been crucial to the expedition's success.

"He was one of the lead climbers, forging the route up Everest's Lhotse Face without oxygen and later cutting steps for his partners up the summit ridge," she said.

Lowe directed a film of the expedition, "The Conquest of Everest," which received an Academy Award nomination in 1954 for best documentary feature.

He also made "Antarctic Crossing" after participating in the 1955-58 Commonwealth Trans-Antarctic Expedition, the first successful overland crossing of the continent. It, too, was Oscar-nominated.

Lowe later made expeditions to Greenland, Greece and Ethiopia, taught school in Britain and Chile, lectured on his expeditions and became Her Majesty's Inspector of Schools for England.

He was a founder of the Sir Edmund Hillary Himalayan Trust U.K., a charity set up to support the mountain residents of Nepal.

Lowe is survived by Mary and by three sons from his first marriage to John Hunt's daughter Susan: Gavin, Bruce and Matthew.

Mary Lowe said a memorial service would be held next month.

Will $5M bring down tweeting, rapping US jihadi?

NAIROBI, Kenya (AP) ? Will the allure of a $5 million reward be the downfall of a tweeting, rapping American jihadi who once fought alongside the Somali militant group al-Shabab but now denounces their methods and motivations in online feuds?

A U.S. State Department official who specializes in Somalia said Thursday that the new $5 million reward offered for the arrest of Omar Hammami could exploit what are believed to be fault lines between extremist groups in Somalia that may be for and against Hammami. The Alabama-born American was once close to al-Shababab's leadership, but has since had a falling out with the group's leader.

"I think that this kind of (reward) program is designed precisely to elicit those who have information and those who are willing to respond to that offer," Pamela Friest, the State Department Somalia expert, said in a telephone news conference. "As far as the internal dynamics to where Hammami is, etc., I think it's anyone's guess as to whether he's sheltered by anyone in particular."

Hammami, whom the FBI named as one of its most-wanted terrorists in November, "has always been a controversial figure inside Somalia. He's certainly been a controversial figure for the United States," Friest said.

Part of that controversy stems from Hammami's high Internet profile. The star of several YouTube videos where he raps about jihad or fights on the front lines of Somalia's insurgent battles, Hammami over the last year has become a mini-star on Twitter, where he engages in running conversations with militant fighters and even U.S.-based terrorism experts.

Hammami appeared to confirm last week in a Twitter conversation with terror analyst J.M. Berger what intelligence experts have long suspected ? that he posts on Twitter using the handle (at)abumamerican. Hammami's nom de guerre is Abu Mansoor Al-Amriki, or "the American."

While he's made his interest in global jihad well known, Hammami hasn't made public threats against the U.S. Berger, who runs the website Intelwire.com, said in an interview Thursday that the $5 million bounty is "an awfully large reward" for someone who "hasn't taken direct violent action against the U.S. or worked with al-Qaida proper in any meaningful capacity."

Kurt R. Rice, a top official at the State Department's Bureau of Diplomatic Security, said the reasoning behind reward levels are classified but that the threats posed by individuals to Americans and U.S. property are taken into account. The U.S. announced the $5 million reward for information leading to the arrest of Hammami and another $5 million reward for a second American fighting in Somalia, Jehad Mostafa, on Wednesday.

"The fact that these rewards are at the $5 million level should give you some understanding where they are with regard to the threat that they pose," Rice said.

Along with Adam Gadahn in Pakistan ? a former Osama bin Laden spokesman ? Hammami is one of the two most notorious Americans in jihad groups. He grew up in Daphne, Alabama, a bedroom community of 20,000 outside Mobile. He is the son of a Christian mother and a Syrian-born Muslim father.

Hammami had a falling out with al-Shabab and has engaged in a public fight with the group over the last year. He first expressed fear for his life in an extraordinary web video in March 2012 that publicized his rift with the al-Qaida-linked al-Shabab. He said he received another death threat earlier this year that was not carried out.

Hammami accuses al-Shabab leaders of living extravagant lifestyles with the taxes fighters collect from Somali residents. His second major grievance is that the Somali militant leaders sideline foreign militants inside al-Shabab and are concerned only about fighting in Somalia, not globally. He also claims that al-Shabab assassinates fighters inside its group.

Al-Shabab slapped Hammami publicly in a December Internet statement, saying his video releases are the result of personal grievances that stem from a "narcissistic pursuit of fame." The statement said al-Shabab was morally obligated to stamp out his "obstinacy."

The U.S. will advertise the rewards for Hammami and Mostafa inside Somalia on posters and matchbooks and over the Internet on Facebook and Twitter. Both wanted Americans are believed to be in Somalia, Rice said.

One question that cropped up on Twitter on Thursday was if members of al-Shabab would try to turn Hammami in and claim the reward. Rice said the government would closely vet any claimant to "to be sure we don't end up becoming a terrorist financier."

Hammami might be in an area of Somalia controlled by Mukhtar Robow, a rival al-Shabab leader of Mukhtar Abu Zubeyr, who is also known as Godane, terrorism expert Clint Watts previously told The Associated Press.

Wherever Hammami might now be, he continues to tweet, and has survived death threats issued by al-Shabab. Analysts have suggested that al-Shabab would suffer big damage to its reputation among foreign fighters if it kills off an American militant.

"I suspect that Hammami's major enemies are unlikely to turn him over to the Americans, but you never know," said terror analyst Berger. "It seems to me that the bigger challenge in arresting Hammami is physically getting him into custody rather than locating him."

Cyprus banks to remain shut until Tuesday amid ... - World News

By Alastair Jamieson, Staff writer, NBC News

Banks in Cyprus will remain closed until Tuesday as the country tries to avert financial meltdown after?rejecting the terms of a controversial bailout, turning instead to Russia for help.

An official said banks, which been shut for days amid fears of a run on savings, will stay closed on Thursday and Friday, CNBC and Reuters reported. Monday is a public holiday.

The Cypriot finance minister is holding talks with his Russian counterpart, asking for an alternative bailout - after the terms of a European deal were rejected.? Jonathan Rugman Channel Four Europe reports.

Earlier, Germany said the banks were effectively insolvent and might never open at all unless Cypriot political leaders accepted a bailout deal.

Thousands of Cypriots withdrew savings after the unexpected European Union announcement that it would provide $12.9 billion in exchange for up to 10 per cent of the value of all bank deposits ? a move that would have thrown the Mediterranean island a lifeline but hundreds of thousands of citizens out of pocket.

Germany's finance minister, Wolfgang Schaeuble said major Cypriot banks were "insolvent if there are no emergency funds,? according to a BBC report, meaning savers might lose all their money if no deal was reached.

Greek media reports suggested the Cyprus Popular Bank had been sold to Russian investors, but the Cypriot government denied such a deal, Reuters said.

German Chancellor Angela Merkel said the ball was now in Cyprus' court. "I regret the vote of the parliament yesterday," she told reporters. "But of course we respect it and will now look to see what proposals Cyprus makes.

"From a political point of view, I say that Cyprus needs a sustainable banking sector. Today's banking sector is not sustainable," she added.

Cypriot Finance Minister Michael Sarris outside the Russian Finance Ministry in Moscow on Wednesday.

Even before the deal was rejected, Cypriot Finance Minister Michalis Sarris was already in Moscow working on an alternative plan to extend loans by using the island?s natural resources as a guarantee, according to English-language?Cyprus Mail?newspaper.

The crisis leaves the 17-nation Euro currency zone in uncharted territory: Greece, Portugal, Ireland, Spain and Italy have all accepted austerity cuts in return for aid.

Cyprus? parliament rejected the deal late Tuesday when 36 lawmakers voted unanimously against it and the ruling party abstained, Reuters reported. Outside the parliament, hundreds demonstrated, chanting: "They're drinking our blood."

"The voice of the people was heard," jubilant 65-year-old retiree Andreas Miltiadou told Reuters after the vote.

Ivan Tchakarov, chief economist at Renaissance Capital, told CNBC that Russia, which was enraged by the unexpected European deal, could step in to save Cyprus from total financial collapse.

"This situation presents a fantastic opportunity for Russia and even President Putin to take moral high ground and to extend another loan to Cyprus and to become a savior of Europe," he told CNBC in Moscow.

To help pay for the $13 billion European bailout, the government plans to take up to 10 percent from all savings accounts, angering those who say they aren't responsible for the economic crisis. CNBC's Sue Herera reports.

"At the end of the day we're only talking about an additional seven to eight billion dollars of additional money that is needed to have a complete package for Cyprus, this is small change for Russia.?

Russian citizens account for the majority of the billions of euros held in Cypriot banks by foreign depositors.

Russia wasn?t the only critic of the deal, which was greeted with widespread dismay among global money markets. In an editorial, Bloomberg?said it was the ?worst? decision?of the entire regional financial crisis, while the Economist panned it as?"unfair, short-sighted and self-defeating."

Reuters contributed to this report.

Effects of Drug Abuse on Human Body. Orlando Florida Rehab ...

At House of Freedom we have been offering drug and alcohol addiction rehabilitation program services in Orlando Florida for more than 20 years and our research shows that drug abuse is more common than ever before. What further worsens the condition is that number of individuals developing such dependencies is at an all-time high. Illicit use of drugs has grave implications on almost every area of an addict?s life and the human body is no exception.
While one may debate that all such damaging effects are only short-term, one cannot ignore instances where the suffering of the addict spanned his/her lifetime. The human body may react to inappropriate drug usage gravely. If corrective measures are not taken at once, possibilities are that excessive and prolonged usage will eventually lead to irrevocable consequences.

Significance of Substance Abuse & Addiction

It is imperative to understand the seriousness of the situation and to acknowledge that life does not always give second chances. Sometimes, a single episode of illegal drug use has to be paid with something as precious as life.
According to the numbers revealed by the National Survey on Drug Use and Health, it was found that in 2010, there were more than 22.6 million individuals who confessed to illicit drug use in the previous month. What further came across as a shock was that these individuals were not more than 12 years old. It is, therefore, of utmost importance to address such issues. Many debate that drug abuse is solely an issue concerning one?s mental health. Still, its grave impact on the human body cannot be ignored.

Drug & Alcohol Addiction Effects

According to a study published by the National Institute Of Drug Addiction, it was brought to light that the effects drug abuse has on a body depends on a variety of factors such as frequency, method, the specific drug used as well as the duration. There are, however, certain effects that are common to most addicts. These include:

  1. Paranoia
  2. Memory problems
  3. Hallucinations
  4. Brain damage
  5. Stroke
  6. Depression
  7. Lung cancer
  8. Asthma
  9. Emphysema
  10. Abnormal heartbeat
  11. Collapse of veins
  12. Heart attack
  13. Nausea
  14. Vomiting
  15. Kidney failure
  16. Liver damage
  17. Hormonal problems
  18. Short height
  19. Seizures
  20. Miscarriage
  21. Premature birth
  22. Behavioral problems
Time Frame for Seeking Addiction Treatment

The belief that single time illicit drug use cannot lead to serious health problems has been debunked because according to National Institute of Health, drug abuse will eventually inspire health hazards and that for some individuals, it will only be a matter of time before the health issues will start surfacing.
It is important for every individual to realize that initially, drugs may have effects as insignificant as increased appetite or fluctuating blood pressure levels. As time will pass, the more serious effects will start taking their toll on an addict?s health.

If you have a loved one with a serious problem of drug abuse, it is suggested to seek help from a drug rehab treatment center in Orlando Florida. Since these drug rehab treatment centers have years of experience helping individuals live a better life, they offer a ray of hope to all those who feel that such dependencies are incurable.

2013 Pro BowlGetty Images

Letting players pick teams isn?t the only big Pro Bowl change being weighed by the NFL.

NFL Network?s Albert Breer reported Tuesday that the location of the Pro Bowl and the way players are compensated?are among the potential changes being discussed by the league. (Earlier Tuesday, Ian Rapoport of NFL Network said that the way teams are comprised was on the table, too, something Breer also noted.)

According to Breer, the league will soon announce its plans regarding the location of future games,?and locations other than Honolulu, where this year?s game was held, could be in the mix. Breer also reported that the game, for now, will continue to be played the weekend before the Super Bowl.

The NFL, per the CBA negotiated with the players, can choose when and where to have the Pro Bowl, ?provided that the (league) will consult with the NFLPA prior to making?any such determination.?

Per Breer, the league could also change how it pays players for the game, with performance incentives tied to the results of game periods ? quarters, halves, etc. ? something being weighed, along bonuses for individual stellar performance.

This is a very interesting issue.

The total amount of compensation for players is also a collectively bargained matter. For next winter?s Pro Bowl, the winner?s share is $53,000, while the loser?s share is $26,000. In short, complete game result is the measuring stick used now.?Pro Bowl payouts are collectively bargained through 2020.

It?s understandable that the league is looking at ways to change the Pro Bowl. But the compensation matter is a compelling one. As the CBA is written right now, I could not see the NFLPA standing for any player making less than $26,000 in the game. After, it?s a bargained issue.

So here?s the question: would the NFL be open to increasing the total amount of money available to players, or will it simply be redistributing the dollars a different way?

The Pro Bowl has lacked some intrigue over the years. But you know what will be very intriguing? The process by which any changes to the NFL?s all-star game come to pass.

HOUSTON (March 20, 2013) As Syria's raging civil war approaches the two-year mark, the United States should prepare a more focused strategy that strengthens the moderate political forces in Syria and engages Syria's regional and international stakeholders, according to a new special report from Rice University's Baker Institute for Public Policy. The report also recommends that U.S. strategy should buttress Syria's neighbors, address the deepening humanitarian crisis and plans for a post-Assad Syria.

The special report, "Syria at the Crossroads: United States Policy and Recommendations for the Way Forward," was co-authored by Edward Djerejian, founding director of the Baker Institute and a former U.S. ambassador to Syria and Israel, and Andrew Bowen, the Baker Institute's scholar for the Middle East. It highlights the deepening challenges Syria faces and provides substantive policy recommendations for the U.S. government in securing a multi-ethnic, democratic Syria.

"Given the absence of a negotiated political settlement and the prolonged military stalemate on the ground, the U.S., engaging its partners in the international community, should act to preserve the multi-ethnic and multi-confessional nature of the Syrian state and help the Syrian people transition to a broadly representative government and a country at peace with its neighbors," Djerejian said. "While a renewed U.S. and EU engagement with Russia is needed to help reach a political solution in Syria, immediate steps should be taken to support and to buttress both the moderate forces in Syria and Syria's neighbors, who are vulnerable to the continued crisis."

The special report recommends that the U.S. should consider supplying military assistance to vetted leaders of the Free Syrian Army (FSA) in an effort to support the moderate opposition, protect Syrian civilians and abate extremists. In addition, the U.S., in conjunction with NATO, should form a joint special operations command in Turkey to monitor the distribution of this assistance and provide logistical support, communications and training to vetted commanders. "What is needed is to combine military assistance with a coordinated strategy of capacity building within the opposition, which can then have measurable results and importantly, not lead the U.S. into any overextended commitment," Bowen said.

"In taking these steps, the U.S. and international community can potentially create an opening for a political dialogue to bring an end to the civil war and to secure the territorial integrity of Syria," Djerejian said. "As Syria faces this critical hour, American leadership is needed to prevent this state from collapsing in the heart of the Middle East and upending the stability of the region. An unstable Syria that becomes a base for extremism could eventually threaten U.S. national security interests."

The assessment and recommendations in this report were drawn primarily from extensive consultations that Djerejian and Bowen conducted both in Europe and the Middle East. Djerejian held discussions with the former and current U.N.-Arab League Special Envoys, Kofi Annan and Lakhdar Brahimi. Djerejian also traveled to Israel this past December to discuss the deepening crisis in Syria. During the fall of 2012, Bowen traveled to the U.K., France, Belgium, Turkey, United Arab Emirates, Qatar, Jordan, Lebanon and Egypt and held consultations with government ministers and advisers, U.S. government representatives, U.N. officials, former members of the Syrian political regime, the leadership of the Syrian National Coalition and other political opposition groups, members of the FSA and regional analysts and war correspondents.

Improved Workplace Communication is a Key to Business Success ...

Workplace communication is assuming greater importance in the rapidly changing global business environment. An organization?s bread and butter come from the workplace and although communication may be working effectively at higher echelons, any breakdown in workplace communication can adversely affect the entire organization. It is necessary for companies to ensure that lower level communication is transparent and effective. Organizations attach great importance to corporate level communication with regular and informative newsletters emanating from Head Office. However, the quality and extent of communication may be dismal at supervisory, sales and shop-floor levels. The interpersonal skills of workers, supervisors and team leaders are especially critical at such levels as these are people with whom frontline managers develop working relationships.

http://www.metrodenvergreens.org/wp-content/uploads/Workplace-Communication

Over time, such relationships become close and personal, but the opposite can also happen. Many exit surveys have shown that employees have left an organization because of poor working relationship with an immediate superior. Therefore, it is essential that managers institutionalize effective lower-level communication channels. Of equal importance is communication between and within levels. Intra-national and international competition is now so fierce that everyone in the organization needs to collaborate closely on solving organizational challenges and achieving agreed strategic objectives. Any organization saddled with communication barriers is erring on the wrong side. The main reason behind ineffective communication at workplace is the loose perception that lower level communication is just a cake-walk. Unlike normal day-to-day communication, workplace communication covers different levels and aspects such as marketing, customer relations, management etc. With such diversity, managers must be equipped with unique skill sets for effective communication at workplace. Workplace communication involves individuals, teams or large groups.

One should also lend credence to the life-cycle and size of the organization. The importance of setting up structures, systems and processes for effective lower level communication should never be underestimated. Organizational and employee communication surveys can determine how well communication systems and practices are contributing to the organization?s performance; or how much they are hindering performance. This information can help managers in devising an effective employee communication strategy. Whatever be the type of organization or the nature of its business, communication practices impact every facet of the company. Although managers spend most of their time communicating, it does not mean that meaningful communication occurs in all exchanges. Once a memorandum, letter, fax, or e-mail has been sent, many are inclined to believe that communication has taken place.

George Bernard Shaw said; ?The single biggest problem in communication is the illusion that it has taken place.? This quote pretty much sums up the root cause of all conflicts in the workplace. Often, it is seen that managers do not realize the importance of communication at work and fail to convey their ideas, organizational goals, vision, etc. with enough clarity. When seniors in the organization neglect the need for open and clear communication, the work culture is negatively impacted with consequent loss of productivity. An organization where sharing of information is poor, workplace issues crop up resulting in high employee turnover and wastage of organizational resources is unprofessional. To avoid these, effective communication at work should be encouraged which can help in:

  • Team building
  • Creating job satisfaction
  • Increased transparency
  • Enhanced productivity
  • Better work prospects
  • Proper utilization of resources
  • Reduced incidences of conflicts
  • Shortened project completion time
  • Development of long-term relationships

Advances in technological communication have stymied an individual?s ability to connect on a personal level with co-workers. The modern means of mobile telephony, SMS and emails have their importance, but they have one downside. They have done away with the age-old and necessary informational effects like the facial expressions, body language, speaking cadence and intonation. Since effective workplace communication is largely interpersonal, technology is not much of a help in this respect. It has been widely accepted that great professional relationships cannot be fully developed without the keen awareness of personal courtesy, act of attentive listening, whole-hearted participation and situation-appropriate body language.

FDNY chief's son quits EMT job after 'offensive' tweets

Mary Altaffer / AP

New York City Fire Department Commissioner Salvatore J. Cassano, seen here in 2010, had no comment Tuesday on offensive tweets by his son, Joseph, an emergency medical technician.

By Tracy Connor, Staff Writer, NBC News

The son of New York City's fire commissioner quit his job as a city emergency medical technician Monday after a report that he made offensive posts about blacks, Jews and women on Twitter.

Joseph Cassano resigned only a few hours after issuing an apology for the tweets. His father, Commissioner Salvatore Cassano, said he was ?extremely disappointed? by his son?s online comments and that they did not reflect his values.

The New York Post reported that the younger Cassano?s now-disabled Twitter account included posts such as "I like jews about as much as hitler" and "Getting sick of picking up all these obama lovers and taking them to the hospital because their medicare pays for an ambulance and not a cab."

In other tweets, he used a derogatory slang term for black people, threatened to leave the U.S. if President Obama was re-elected and made a snide crack about Martin Luther King Jr., the newspaper said. He also reportedly wrote that every girl should be forced to get a "boob job" when she turns 18.

Cassano, 23, also complained about his job as a city EMT, and alluded to a plan to follow in his father's footsteps and become a firefighter, the Post reported.?

In a statement issued through the FDNY, the son did not acknowledge specific tweets but said he took "full responsibility my comments."

"From the bottom of my heart, I?m truly sorry and I apologize for my offensive remarks.? My intention was never to hurt anyone, or any group, and these tasteless comments do not reflect the person my parents raised me to be," he wrote.

The elder Cassano said the situation was ?very painful? to him as a parent but backed his son?s decision to step down from a job he has held since December and which could have given him an edge in becoming a firefighter.

?I love him very much and, with the support and love of our entire family, we will get through this together,? the commissioner said.

Cassano, who took over the top Fire Department job in January of 2010, also said he has worked hard for years ?to make the FDNY more diverse and inclusive? and would not tolerate statements that damage the department?s reputation.

The Fire Department has been embroiled in a federal lawsuit brought by the Justice Department in 2007 over its racial makeup, which was 89 percent white.

In 2010, a judge halted hiring and ordered the city to create a new entrance exam; the following year, he appointed a monitor to oversee recruitment and hiring. The city has appealed, but a record number of minorities took the latest test last spring, and 40 percent of those in line to get the coveted jobs are black or Hispanic.

Before the resignation, a lawyer for the Vulcan Society ? a fraternal organization of black firefighters, which joined the feds' discrimination suit against the department ? called the younger Cassano's tweets disgraceful.

"I suppose one shouldn't visit the sins of the son upon the parent, but as John lives at home with his father the FDNY commissioner you can't help wondering about the influence of that home on his disgracefully racist views," the lawyer, Richard Levy, said in an email to NBC News.

Ron Meier, New York regional director for the Anti-Defamation League, said he was "encouraged" by the younger Cassano's apology.

"The sentiment Mr. Cassano communicated in those posts threatens to damage and undermine public trust in FDNY. We urge Mr. Cassano to take meaningful steps that reflect the regret he has expressed," Meier said in a statement.

The head of the union that represents emergency medical technicians said he was hoping the report was "not true."

"The union does not condone this type of behavior," said Israel Miranda, president of Local 2507 of District Council 37.

Is Cancer Contagious? Could Hugo Ch vez Have Been Deliberately Infected?

Venezuelan officials announced this week that they would investigate whether enemies could have deliberately infected late President Hugo Ch?vez with cancer. Ch?vez died on March 5, apparently of a heart attack, after battling cancer for two years. When the former Venezuelan president was diagnosed with an undisclosed form of cancer in 2011, he speculated that his enemies could have given him the disease. He also implied that U.S. agents could have developed a technology to induce cancer, according to a CNN news story at the time. The U.S. State Department called the accusation ?absurd.? The theory that someone could be infected with cancer is not biologically impossible, but it is unlikely. A healthy immune system will combat any foreign cells, including cancerous ones. Only three types of contagious cancers have been identified, and all occur in non-primates. Scientific American spoke with Katherine Belov, professor of comparative genomics at the University of Sydney who studies a contagious cancer called Tasmanian devil facial tumor disease. She explains why contagious cancers are rare and whether cancer could infect another person. [An edited transcript of the interview follows.] What are contagious cancers?
In humans, we know that you can catch viruses, like the human papillomavirus, which make you more likely to get cancer. [ HPV can cause cervical cancer in women, and genital warts and anal cancer in men.] In humans, environmental causes play an important role, too?cigarette smoke and radiation exposure can cause cancer. However, we don't have any clear examples of [naturally occurring] transmissible cancers in humans. There is a transmissible cancer in dogs. It?s a sexually transmitted disease called canine transmissible venereal tumor, or CTVT. And there is also the Tasmanian devil facial tumor disease, which I work on. The devil?s cancer causes large ulcerations in their mouth and around their jaw. When they fight?and they fight a lot?they are biting other animals, and the cancerous cells are implanting in other animals? wounds. In both the Tasmanian devils and in the case of CTVT, the tumor evolved in really inbred populations of animals. There was a lack of diversity and so the cancer is genetically very similar to the animals it passes to. Why does lack of diversity help the cancer jump from animal to animal?
The cancer is transmitted to animals that are genetically similar to one another and also to the tumor. The immune system doesn't "see" it and doesn't mount an immune response. The cancer can then grow until it kills the animal. Over time the devil?s facial tumor disease would have encountered animals that were genetically dissimilar to it. But the cancer found a way to down-regulate [or produce fewer] cell-surface molecules, which are sort of red flags to the immune system in genetically different animals. These flags are part of the major histocompatibility complex [a set of molecules attached to cells that regulate interactions with immune cells]?they are MHC molecules. Without those special immune molecules the cancer is able to fly under the radar of the immune system and pass from animal to animal. So the immune system doesn?t just identify viruses and bacteria?it also keeps watch for any types of foreign cells?
And even cells from your own body that are dangerous. Cancers are just from a mutation in a cell. Our immune system is patrolling and looking for those cancerous cells. If our immune system sees a cell is cancerous, it will kill it. So cancers arise often, but we don't really know about them. Why hasn?t contagious cancer evolved in humans?
One of the key reasons is our genetic diversity. In a population where there is a lot of genetic diversity, we all have very different versions of the flags I?m talking about. So if a cell gets into us and has a different combination of flags, our immune system will kill it. And that's why, if you need organ transplantation, you go to close family members. They are more likely to share the same flags as you do, [making it more likely for the transplanted organ to be tolerated by your immune system]. Still, there will be some variation in the combination of these cell surface flags that they have, which is why usually recipients of organ transplantation are given immunosuppressant drugs. There are rare cases when a cancer has been passed from one person to another. Can you describe any examples??
A mother can pass cancer on to a fetus?for example, things like melanoma have been passed from mother to fetus. Also, during organ transplantation, if the organ donor has cancer, it is possible to transmit cancer that way. Again melanoma is a clear example there. Someone may not even realize that they have a small melanoma that metastasizes and spreads to an organ. When they transplant that organ, the recipient develops melanoma as well. Would it be possible to get cancer from a blood transfusion??
I guess [that would be possible] if there are blood cancer cells in the transfusion. But normally the cancer cells would look foreign to yours, so there is a very good chance your immune system would mount a response. If that cancer in some way could be invisible to your immune system, either because it is genetically similar to your cells or the cancer has been modified or evolved in some way to be overlooked by the immune system, I suppose [a cancer] could [happen]. In the case of organ recipients they are being immunosuppressed to help their body accept the new organ?if you were on immunosuppressant drugs and you got a blood transfusion, then [a cancer infection] would be more likely to happen. Would injecting someone with cancerous cells infect them with cancer??
There has been a case where a surgeon received a cut during surgery and developed cancer at the site of the cut. And so presumably in that way the cancer cells found a way to implant in his skin and begin to grow. You cannot catch cancer easily, however. These cases are rare. I know there have been cases in the literature where cancer has deliberately been transmitted between people and it has successfully taken. But it?s a situation where they've been close relatives. Otherwise the immune system would kill the foreign cell. Would it be possible to induce cancer in someone else?not by giving the person cancer but by exposing him or her to something that causes cancer??
I suppose it's possible. We know that viruses can cause cancer, for instance. If you could make sure that a cancer-causing virus infected a person, he or she could develop cancer. The same would be true with radiation, asbestos or other carcinogens. I just can't imagine someone deliberately giving someone else cancer. What a horrible thing to have happen! It had never occurred to me before I had this conversation. But I suppose people have an amazing capacity to do horrible things to each other. I couldn't say it was impossible, but I'd like to think it is highly unlikely. Follow Scientific American on Twitter @SciAm and @SciamBlogs. Engadget Expand wrapup Google, Kinect, electric cars, robots, makers and more!

Not all that long ago, we were staring at spreadsheets, table layouts and sketch-ups, squinting our eyes and attempting to wrap our brains around all of it. On Friday, we popped by Fort Mason in San Francisco, to test drive ZBoard's latest and greatest electric skateboard, and things were already underway, the stage was being erected and banners with our familiar logo were draped everywhere. That moment, however, had nothing on the surreality of the following morning, when, bright and early, the companies began setting up tables.

Outside, a Tesla Model S was parked for test drives, and inside were a pair of electric Toyotas, one sporting a giant, decorative plug on its roof. There were big booths from Lenovo and Nokia, an Indie Corner jam-packed with and impressive displays like the the Ekso Bionics robot exoskeleton and Da Vinci's truly awe-inspiring surgical robot. Next to that, was Insert Coin, a gathering of all the semi-finalists for our first-ever startup competition, who had flown from all over to show off a truly diverse and impressive selection of innovation.

On stage, an equally diverse array of panelists joined us, from reps for companies like Google, Microsoft, Toyota, and OUYA, to 3D printing companies, roboticists, futurists, sci-fi writers, space explorers, indie gamers and a multimedia DJ / philosopher. Frankly, we're exhausted. And we can't wait to do it again. See you in New York.
